Materials needed:
Toilet tissue tube
Individually wrapped candies small enough to fit inside (take children's ages into consideration when choosing candies)
Tissue paper
Scissors
Ribbon cut into two 6" pieces.

Preparation:
Cut toilet paper tube in half.  Cut a piece of tissue paper that is approximately 5" longer than the tube and wide enough to wrap around about twice.

Carrying out the activity:
Place both halves of the tube onto one end of the tissue paper.  Wrap the tube halves in the tissue paper.  Tie one end closed with the a piece of ribbon.  Put the candies into the tube.  Do not over fill.  Tie the second end with the other piece of ribbon.

Give a popper to each child.  Show them how to break it open (break in middle where two halves meet) and find their surprise inside.
